We are a fast-growing organization, currently seeking a Senior EVM & COBRA Specialist to support the delivery of complex capital projects through rigorous cost and schedule performance management. 

Role Overview 

The Senior EVM & COBRA Specialist will serve as a subject matter expert in COBRA (Deltek), responsible for configuring, maintaining, and operating earned value management (EVM) systems on behalf of clients across capital-intensive sectors including energy, infrastructure, and government. This individual will work closely with project managers, schedulers, and client stakeholders to deliver accurate, timely, and actionable project performance data. 

This is a full-time, non-remote position based in Toronto, Ontario, Canada. 

Key Responsibilities: 

COBRA System Configuration & Administration 

  • Configure and maintain COBRA environments for active client engagements, including project setup, control account structures, and work authorization 

  • Build and manage performance measurement baselines (PMBs) and manage baseline change control processes 

  • Establish and maintain earned value measurement methods (0/100, 50/50, milestones, level of effort) aligned to project and client requirements 

  • Perform time-phased budget distribution and manage budget at completion (BAC) integrity across project lifecycles 

Earned Value Management & Reporting 

  • Calculate, validate, and report core EVM metrics: BCWS, BCWP, ACWP, SV, CV, SPI, CPI, EAC, and TCPI 

  • Develop and deliver monthly project performance reports (CPRs/IPMRs) for client and internal stakeholders 

  • Identify performance trends, forecast variances, and support variance analysis narratives 

  • Produce and maintain Integrated Master Schedules (IMS) in coordination with project schedulers 

Integration & Data Management 

  • Integrate COBRA with scheduling tools (Primavera P6, MS Project) and financial/ERP systems 

  • Manage cost and schedule data imports, exports, and reconciliation to ensure consistency across platforms 

  • Support implementation of COBRA at client sites, including data migration, training, and go-live support 

Client Advisory & Stakeholder Engagement 

  • Act as a trusted advisor to clients on EVM best practices, COBRA configuration decisions, and project controls maturity 

  • Present performance data and analysis to project owners, PMOs, and executive stakeholders 

  • Support proposals and client engagements by contributing technical controls expertise and scoping COBRA-related workstreams 

Collaboration 

  • Work closely with project managers, schedulers, and cost engineers to ensure integrated project controls delivery 

  • Mentor junior analysts on EVM principles and COBRA operations 

  • Contribute to internal knowledge development, methodology improvement, and toolset standardization 

Required Skills & Experience 

  • 8+ years of professional project controls experience on capital projects 

  • Post-secondary degree in Engineering, Construction Management, Business, or a related field, or equivalent professional experience in project controls. 

  • Hands-on, expert-level proficiency with COBRA (Deltek) — configuration, administration, and reporting (non-negotiable) 

  • Deep knowledge of earned value management methodology (ANSI 748, EVMS) 

  • Experience integrating COBRA with Primavera P6 and/or MS Project 

  • Proven ability to produce and present CPRs, IPMRs, and related performance deliverables 

  • Strong understanding of capital project lifecycle, cost account structures, and change control processes 

  • Experience in energy, infrastructure, utilities, government, or industrial sectors preferred 

  • Proficiency with Excel for data analysis and reporting; Power BI or similar an asset 

  • Excellent written and verbal communication skills; ability to translate technical controls data for executive audiences 

  • PMP, PMI-SP, or EVP certification is an asset 

Working Arrangements 

  • Must be based in Toronto, Ontario, or willing to relocate. 

  • This is a full-time, non-remote position based in Toronto, Ontario, Canada. 

  • Legally eligible to work in Canada.
